With just 25 kids, founder and administrator Jay Martini first opened the doors to Rochester Off Campus (ROC) in 1993. He felt a strong need for something different in the Rochester Community for at-risk youth that traditional school settings didn’t offer. ROC operated as a contracted alternative school for Rochester Public Schools until August of 1999 when awarded Charter School Status by the State of Minnesota. In April 2016, ROC began the transition into teacher-powered and project based learning. In February 2017, Rochester Off Campus changed its name to Rosa Parks Charter High School ISD 4056. January 2018, Rosa Parks only administrator, Jay, retired and now fully operates under a teacher-powered model.
Because of ROC/Rosa Parks, 400+ kids were given a second chance to graduated and create a new future for themselves.
